From the then Acting Historical Treasurer's Letter (in 10,044) I understand that this land, in account of which the Military Authorities seek exemption from the ground rent to which the Colony is entitled, was purchased of private individuals.
From the War Office Letter of 30 June/58 I learn that the said property was bought for military purposes.
I have suggested that the point insisted on by the War Office should be conceded.
Now it has since occurred to me, not altogether impossible that Sir John Bowring's recent reports of the prosperity of Hong Kong...
